Assisted waste collection service

If you have difficulty getting your bins to the kerbside to be emptied each week, you may be eligible for Council’s Blue Dot Service.

The Blue Dot Service is an assisted waste collection service for people who are unable to take their garbage, recycling or green waste bin to and from the kerb due to a medical condition, age or disability.

Council will collect your bin from an agreed location from your property and return it to you emptied.

Step 1.Check with family, friends or neighbours

Before you apply for the Blue Dot Service, check if a friend, family member or neighbour can take your bins to and from the kerb to be emptied each week. There may be someone close to you who is more than happy to help.

Step 2.Medical certification

Before you complete your Blue Dot Service application, you must download a medical certification form(PDF, 381KB) and ask your doctor to complete it and provide a Doctor's Certificate.

You are required to pay any costs associated with this appointment. Once you have received medical certification from your doctor, you'll need to upload a photo or scan of this document as part of your Blue Dot Service application.

Step 3.Inspection

To be eligible for the Blue Dot Service, your property must meet Council's Work Health and Safety requirements. Once we receive your application, we will contact you within 10 days to organise an inspection of your property.

Step 4.Terms and conditions

Please take a moment to review the terms and conditions of the Blue Dot Service:

  1. Where the property is assessed by Council as presenting unacceptable Work Health and Safety risk to collection staff, the applicant will not be provided with a Blue Dot Service and will have to make alternative arrangements for bin presentation at the kerbside.
  2. Blue Dot Service applications are not transferable and relate to the applicant and the applicant's property only.
  3. The applicant or next of kin, neighbour or friend must advise Council's Customer Service Centre on 02 4921 0333, if the Blue Dot Service is no longer required or if circumstances change. For example, change of address or lengthy hospital stay.
  4. If the applicant moves to another property, then the applicant must notify Council's Customer Service Centre of the change of address on 02 4921 0333 to enable an assessment of the new property for the Blue Dot Service.
  5. Council may place an identification tag (reflective tape or disc) on the applicant's bin(s) to assist collection staff in identifying the bin(s).
  6. Blue Dot Service holders are asked to bag all garbage (not recyclables or green waste) where possible to assist Council's collection staff in servicing.
  7. The bin(s) must be visible from the front of the property. Council and contractors' collection staff will not enter backyards, outdoor areas or rear of dwellings.
  8. The approved Blue Dot Service is valid for a maximum period of two years from the date of commencement of the service at the property. Council will send the applicant a letter prior to the expiry date reminding of the need to reapply for the Blue Dot Service to continue.
