Chief Executive Officer’s Performance Review

A Mayoral Minute will be raised, with Mayor Kay Fraser congratulating the Chief Executive Officer Morven Cameron on her outstanding level of performance, and that of the organisation, over the review period.

Councillors will consider adopting the 2023/2024 performance review and noting the draft 2024-2025 CEO Performance Agreement.

Adoption of the 2024-2028 Lake Mac Libraries Strategic Action Plan

Councillors will consider adopting the 2024-2028 Lake Mac Libraries Strategic Action Plan, which aims to formalise Council’s commitment to support the important role of literacy and libraries in the city, following public exhibition.

The plan aims to deliver 137 actions to enhance community engagement, leverage technology for improved access, and refine operations for efficiency.

Adoption of the 2024-2028 Events and Festivals Strategic Action Plan

Councillors will consider adopting the 2024-2028 Events and Festivals Strategic Action Plan, which sets ambitious but attainable goals to further develop the role and impact of events and festivals for the city, following public exhibition.

The plan aims to deliver 67 actions to activate the night-time economy, attract major festivals, deliver unique and surprising events, and highlight the region’s natural assets to drive tourism.

Investment Report and Financial Hardship Policy Review

Councillors will discuss the latest investment report, which identifies all money Council has invested under section 625 of the Local Government Act 1993.

In addition, Councillors will consider adopting the revised Financial Hardship Policy which aims to support ratepayers and customers who are facing financial difficulties to pay their rates or other charges.

The policy allows the Council to accept periodic payments and waive interest charges if a customer is facing real financial hardship due to rates and fees.

Community-centred Council Committee Framework Policy

Councillors will consider adopting a new version of the Community centred Council Committee Framework Policy.

The policy aims to support good governance and informed Council decision-making, enhance service delivery, ensure efficient use of public money, and increase public confidence in Council.

Rescinding of Council policies following organisational review

Following a review of Council policies, Councillors will consider rescinding the Biodiversity Planning Policy and Guidelines and Flag Protocols as they’re either out of date or the content is managed by existing legislati
