Expressions of interest - ARIC Independent Member

We are calling for expressions of interest from suitably qualified individuals for appointment as an external independent member to Council's Audit, Risk and Improvement Committee (ARIC).

The ARIC is a key component of Council's governance framework, responsible for assisting Council to fulfil its governance and oversight responsibilities.

The ARIC is currently comprised of four independent external members and one Councillor member. Council will be expecting the new member to commence duties at the ARIC meeting to be held on 20 March 2025.

Step 1.Important information to know

The Committee meets five times a year, usually in March, May, August, October and November including a meeting for the discussion of Financial Statements and is a formally appointed Committee of Council. The appointment will be for a four-year term. Council currently pays nominal fees to independent members plus the Superannuation Guarantee Levy annually.

The ARIC meetings are held in-person unless exceptional circumstances arise and remote attendance is permitted by the Chair.

Step 2.Essential criteria

Council has identified that an individual with appropriate experience or expertise in the following area, would further complement the Council’s ARIC profile:

  • Possession of a relevant professional qualification or membership e.g. CPA Australia (CPA) or Chartered Accountants Australia and New Zealand (CA).
  • Extensive senior level experience as CFO or equivalent senior level experience in the financial management of complex organisations.

In addition, independent members of the ARIC must demonstrate the following:

  • Functional knowledge in areas that would provide a valuable contribution to the committee and Council such as:
    • risk management
    • performance management
    • human resources management
    • internal audit and external audit
    • financial management and reporting
    • internal control frameworks
    • governance
  • An ability to understand the ethical requirements of government, including conflicts of interest.
  • A capacity to form independent judgements and a willingness to constructively challenge and question management practices and information.
  • A professional, ethical approach to the exercise of their duties and the capacity to devote the necessary time and effort to the responsibilities of an independent member of an audit, risk and improvement committee.
  • Preparedness to undertake any training on the operation of ARIC recommended by the chair based on their assessment of the skills, knowledge and experience of the committee member.
  • Able to meet the independence criteria as per the section 216F of the Local Government (General) Amendment (Audit Risk and Improvement Committee) Regulation 2023.

  • A cover letter to support the expression of interest, including addressing the selection criteria
  • A current resume detailing qualifications and experiences
  • Advice on independence from the Council and its staff
